President Sandra Woodruff is Manager of Statewide Fiscal Systems in the Fiscal Management Division of the Texas Comptroller of Public Accounts. During her 26-year career with the state, Sandra has worked on the statewide financial systems in various leadership capacities. She leads the strategic direction of the Comptroller’s statewide financial and payroll/personnel systems; serves as the business/project manager of ProjectONE – the effort to implement Enterprise Resource Planning (ERP) for the state; directs staff in the planning and implementation of desktop, Web and mainframe systems; manages internal documentation and external communications for the division; and oversees operational activities for the division. She has an Associate of Arts degree in Behavioral Sciences from Concordia University and is pursuing her Bachelor of Arts in Business. Sandra and her husband Jody enjoy traveling and fishing together.

First Vice President Daniel Benjamin is the Manager of Fiscal Integrity in the Fiscal Management Division of the Comptroller’s office, where he has worked since April 2004. Before working for the Comptroller, he was Manager of the Fiscal Management section at the Texas Lottery Commission. Daniel also worked for several years as a consultant and was an auditor for Arthur Andersen. He graduated from Texas State University with a BBA in Accounting in May 1991 and became a Certified Public Accountant (CPA) in 1993. In his off time, Daniel enjoys spending his time with his family, exercising, assiting with Boy Scouts and supporting his sons in their various endeavors.

Second Vice President Carla James is the Deputy Securities Commissioner at the Texas State Securities Board. Prior to her appointment, she served as the Director of Staff Services. Before joining the Securities Board in 2003, she served as the Executive Director of the Texas Incentive and Productivity Commission and held positions at the Legislative Budget Board and the Texas Facilities Commission. Carla received her Bachelor of Arts from the University of Texas at Austin in Political Science.

Treasurer Lori Trank has been with the Health and Human Services Commission (HHSC) since Oct. 2000. She is currently the Manager of Accounting Operations where she oversees accounts payable and travel. Before joining HHSC she worked for eight years at the Texas Education Agency in various accounting management positions and spent four years as a fiscal auditor with the Texas Department of Criminal Justice. Prior to moving to Texas in 1988, Lori worked for a small public accounting firm and then a mortgage banker in Northern California. Lori has a Bachelor of Science degree in Accounting from San Diego State University and holds her CPA license. She enjoys shopping, sports and travel.

Secretary Paul Campbell is currently the Director of Payments Management at the Texas Department of Transportation (TxDOT). Before joining TxDOT in 2006, Paul worked in the Fiscal Management Division at the Comptroller’s office. During his five years there, Paul was the manager of the Statewide Human Resources and Payroll Assistance section, as well as the Special Projects and Operations section. Prior to his state service, Paul spent 15 years in the broadcast news business, corporate communications and marketing management. He graduated from Arkansas State University with a BA in Communications and Business Management in 1984, earned his MBA in 1992 and attended the Texas Fiscal Officers Academy in 2004. In his spare time, Paul enjoys hunting, fishing, boating and pretty much any other outdoor activity. He’s an avid Arkansas Razorback fan, and along with his son Zack and wife Sherry, enjoys annual trips to the beach and the ski slopes.

Parliamentarian Phillip Ashley is the Director of the Fiscal Management Division of the Comptroller’s office. He has served as Director since Aug. 31, 2011, and has been with the agency since 2001. In his current position, Phillip administers division operations, which include paying and auditing the state’s bills, managing enhancements and security for the statewide financial systems, managing and controlling state appropriations, producing the state’s financial reports, and providing cost estimates of appropriation bills as a part of the budget certification process. Phillip has also served as the Assistant Director of Fiscal Management. Phillip holds BBA and MBA degrees from Baylor University. He is also a CPA and Certified Government Financial Manager. He and his wife Laura live in Buda with their two children and enjoy camping and hiking.

Past President Cecilia Whitley is the Procurement Director for the Department of Family and Protective Services. She previously held the position of Deputy Director of the Enterprise Contract and Procurement Services at HHSC. Cecilia has been in state government for over 27 years, having also served as the Director of Purchasing for the Texas Senate where she spent most of her state career. Cecilia was named TSABAA’s Administrator of the Year in 2007. In her spare time, she is enjoying traveling and being a grandmother.
